Policies

Oakland Asian Cultural Center (OACC) Rental Policies

The Oakland Asian Cultural Center (OACC) offers a unique venue for weddings, fundraisers, workshops, conferences, dance, and theater performances. Funds from rentals directly support community programming and the maintenance of our facility.

Reservations

  • Must be made by an adult (21+) at least 30 days in advance.
  • A copy of a current ID or passport is required.

Fees & Costs

General license fees are listed on the Rate Schedule. OACC will provide cost estimates for rental, equipment, staffing, and the refundable damage deposit.

  • Optional Equipment/Additional Service Invoice included in contract.
  • Checks payable to Oakland Asian Cultural Center.
  • Credit cards accepted (4% fee).
  • Payment Schedule: Base fee + deposit due at signing; balance due 100 days prior to event.

Compost, Recycle & Trash

All waste must be sorted properly per City of Oakland rules. Please encourage guests to use the correct bins. Paper or bamboo products are strongly encouraged.

Cancellation Policy

  • 90+ days: 95% refund (less actual costs)
  • 60 days: 60% refund
  • 30 days: 25% refund
  • <30 days: No refund

Decoration Policy

  • Only painter’s tape allowed. No duct tape, masking tape, nails, or tacks.
  • Signage only with approval; none outside PRP.
  • Banners above stage must be flameproof.
  • OACC does not provide ladders, carts, or cables.
  • Balloons permitted; $25 fee for each left on ceiling.
  • No glitter, confetti, rose petals, silly string, or rice.

Damage & Excessive Clean-Up Deposit

Half the base fee + deposit due at signing. Refund processed ~15 days after event if no issues. Deposit withheld until damages/cleaning are paid. Examples of damage include:

  • Vandalism, spills, burns, scratches, or misuse of tape.
  • Use of banned items (confetti, silly string, rose petals).
  • False alarms caused by guests.
  • Vomit: $250 fee per incident.

Pacific Renaissance Plaza (PRP) Regulations

  • Comply with noise ordinance: no loud activity 9 p.m.–7 a.m.
  • After 10 p.m.: guests must remain inside suite, no outdoor gatherings.
  • No smoking anywhere on PRP property, including OACC’s entrance patio.

Permits & Taxes

Licensee must secure all required permits, insurance, and licenses and pay applicable taxes. Permits may include liquor licenses, food sale permits, or health certificates.

Insurance

  • Liability insurance required 2 weeks before event.
  • Coverage: $1,000,000 per occurrence / $1,000,000 aggregate.
  • Insurance company must have AM Best rating of “A” or higher.
  • Certificate of Insurance must be provided to OACC.

Food

No open flames permitted (sternos, chafing fuel, candles, etc.) per Fire Department code.

Vendor & Caterer Guidelines

  • Caterers must hold an Alameda County food seller’s permit.
  • Kitchen use limited to staging/plating; only tabletops, sinks, and trash cans may be used.
  • Clients must clean kitchen, remove garbage to loading dock, and sweep/mop after use.

Delivery & Pickups

All deliveries/pickups must be pre-approved, use the loading dock, and occur during contracted hours unless otherwise arranged.

Parking & Transportation

  • OACC does not validate parking.
  • Public underground parking at PRP: $3/hour.
  • Hours: Sun–Thu: 7 AM–11 PM; Fri–Sat: 7 AM–Midnight.
  • Flat rate $3 after 5 PM (Mon–Fri).
  • Garage entrances: Webster St. or Franklin St. (after 6 PM, entry from Franklin only).
  • Nearby transit: 12th Street/City Center BART, Lake Merritt BART, and multiple bus lines.

Optional Equipment

Audio/visual equipment available for additional rental fee. Itemized in the Optional Equipment/Additional Service Invoice.

Event Information & Misrepresentation

Licensee must provide full event details (schedule, ticket pricing, ticket sales locations). Failure to disclose may result in cancellation and forfeiture of deposit.

Entrances & Exits

Entrances and exits must remain clear and unobstructed. OACC staff will remove any obstructions.

Fighting

Violence of any kind will result in immediate loss of deposit return rights.

Service Animal Policy

No pets permitted. Service animals and psychiatric service animals are allowed. OACC staff may ask for confirmation that an animal is a service animal.
